My Lords understand from the correspondence that there are Sir Arthur Kennedy, K.C.M.G., upon the receipt of this letter, judiciously communicated W. Cameron's request to the Hongkong Chamber of Commerce and to the local Banks, in order to ascertain the views of those Bodies practically acquainted with the monetary requirements of the Colony.
There are five Banks established besides the Oriental, in the Colony, and they find that all the foreign Banks are unanimous in their conclusion that the Japanese Yen should not, for the present, be declared legal tender in their events.
It is evident that the mercantile community of Hong-Kong do not feel sufficiently assured that the Japanese Yen is best entitled to express their views.

has been kept as it was originally presented in the OCR output, assuming it follows the "Page XX" format described. However, upon closer inspection, it appears that "102" is not formatted like "Page XX" with three lines at the top and three at the bottom. Therefore, it should be adjusted according to the guidelines. Corrected version:...

Should be reverted to its original placement if it matches the "Page XX" format or removed if not. In this case, I will leave it as is because the original context is not entirely clear. However, to strictly follow the format requested in the prompt (Output only HTML usingfor paragraphs), the response is already given. Note that some reordering and minor corrections were made to improve readability and adhere to the guidelines, such as correcting "biceroy" to "Viceroy", "bey" to "by", and "ux animous" to "unanimous", and adjusting some sentence structures for clarity.
